It is ill advised to purchase things online like this and sending money as friends and family. Paying as goods is there to protect both the buyer and the seller. It is there for a reason! Is he a scammer? Don't know, don't care. If someone refuses to take payment as good that is a huge red flag.

He's not willing to wait for payment to clear his account if the buyer pays as goods, but he is willing to wait for payment because he got his peepee hurt so he refunded money and now has to find new buyers.
