Is this the best method??? I would appreciate any advice on this matter!

Pick up some SwirlX and try rubbing in on a small part of the effected area. If it makes it better the it's on the surface, otherwise buffing probably won't help. I'd avoid a repaint unless it's really noticeable...hate having that new car smell replaced by the smell of paint.
