-I used google chrome and opened up a new incognito window by pressing ctrl shift and the letter N.

-You want the zipcode to be different from yours because your tricking the site into thinking your a new visitor.

Doing these steps I could get a pop up EVERYTIME. I was about to give up last night after about 2 hours of trying but I figure I would try one more time and finally got a private offer.
