I don't really think this is the issue. Ford limits Mustang GT production as well. GM most likely didn't want TOO many SS models out there as it would devalue them.
I can see GM having not limited the SS production initially in order to gauge demand for the SS. Now that they know people want it faster than they can build it, they will likely keep the V8 in the lineup longer even after CAFE restrictions limit fleet efficiency. They can always get around a V8's poor mileage by producing more small engine vehicles (Cruze, volt, etc)! I'm trying to put a positive spin on things...
