First, glad to hear the driver is OK. As someone who will be driving into D.C. this afternoon, I am now keenly sensitive to this problem. Especially with this car, which attracts so much attention.
We certainly don't know all the facts in this case, but it raises some questions:
In such situations, who calls OnStar? I thought the police did... Or the 911 operator... If not, shouldn't you call OnStar right after the 911 call? Does anyone know?
I have memorized the OnStar number for just such occasion: 1-888-4-OnStar.
