Are you looking at a truck made outside of North America?
There is no duty on vehicles made in Norh America.
It's the manufacturers that ask the dealers not to sell to residents outside their own country. There are ones out there that will but they can be hard to find. If you have a Canadian friend have them buy what you want they they flip it to you. My low mileage truck is close to the border just on the wrong side of the country!
