Doing heads would only gain you what is to be given by your cam and the numbers you post are low for a cammed car therefore I believe a better cam may serve you better.( unless that dyno sucks).
I had a stock 376 cube ls3 with CAI , headers/ HFCs, TSP 235/239 cam for 491 hp and 448 trq, tuned on a dyno right, anyway I have electric power steering and dual mode.... but this is from a Mustang stingy dyno.... I would wonder what specs are on the cam. Some of us deliberately undercam to be easy on the valve train until upgraded further or heads/intake etc are added. Sometimes a mild cam can be very FI friendly also compared to others also, and with wider LSA easier to drive and not post big numbers .
Dyno numbers are subjective and need to be compared to other dynos read outs for the same exact everything to be considered. There are other modifications, drive shaft safety loop, MGW shifter, shift light, interior and exterior things that can be fun.... Ever look at American Car Craft...LOL Basically you need to know what your looking for it too do, and unless your daddy warbucks it takes time and that's one of the fun things about hot rodding. Heck I used to have fleet..LOL
