If you came into the dealer and they did not authorize a diagnostic charge, they cannot legally charge you a diagnostic fee. It's as simple as that...
Whether they should have charged you at the time of service (they should've, but needed authorization first) is another question. To which the answer is yes.
But they can't change their mind.
Even if you went in, they said it was no charge, then they realized it was modified and needed to charge you, they could not have done that without first talking to you. At least that's how it works in CA, pretty sure all the states have that much of a common sense law. Ignore all the extra commas
