Your missing the point, he WANTED to make a COPO street legal, so if he were to just go out and buy a standard already street legal Camaro and strip it and add what you wanted isn't the same thing as taking a race built non street legal COPO Camaro and Turing the beast into a street legal racing car, the COPO was made for racing but not on the street circuit, so to "cheat" a little he took a big non street legal racing beast and made it street legal for the street circuit or whatever you want to call it, so it's just to say look at me I got lots of money to throw away and I'm going to do what they told me I couldn't do, why? Because I'm rich and I can do whatever I want!!!!! It's really just showing off and being too lazy to take and make a factory street legal car into something that'll blow away others cars but instead just throwing lots of money to have other do the work for him where us normal folks have to skimp and save and buy the parts and do the work ourselves
