I got pulled over once because, in addition to not having the front plate on, I had a smoked plastic cover on the rear. He said it looked like I had NO plate.
I put my front plate on with reusable wire ties through the bracket to the lower grill, when I go to Canada or otherwise want to avoid needless serious hassle. I forgot to remove it for the pic below.
