VASCAR is a set length over a certain time to calculate speed.

So, if an officer has RADAR, the doppler shift is capable to be utilized fore, aft, both or moving.

While in motion, the RADAR unit calculates the speed of the patrol vehicle against the forward progress of the target vehicle and speed is determined. Units MUST be calibrated and I usually calibrate mine beginning of day, whenever I write a ticket, and at end of day.

A Google search would have clarified the misconception of what is known and what is percieved to be known.
You beat me to the punch. I am X-Military Police and we were trained on radar, calibration, and how to use it, stationary or moving, that was like 20 years ago. Technology is much better today. They can tell how fast you are going moving or not. One thing I was tought and not sure if it is true today, that a RADAR MACHINE can not be used as evidence in court. That is, the police officer must first witness you speeding and then uses his radar device to confirm it. I have not been in Law Enforcement in the military for years, so, that could have changed to or been strickly a Military rule.
