I've been thinking of turning my wheels black too. Instead of painting/powder coating, I've been considering taking them to an anodizing shop in town. Don't know if you considered this but from what I've read about anodizing wheels, it seems to produce better results, its more durable and actually less expensive provided you don't have to ship the wheels anywhere. Anodizing produces flat colors though but I'm sure you could go gloss with a layer or two of clearcoat after anodizing.
Anyway, just wanted to throw the anodizing thing out there. If you've heard of any cons associated with anodizing, please let me know. Otherwise, if you've decided to paint, good luck and let us know how it turns out!
