The 18" diameter actually comes from the inner barrel of the wheel, so doesn't include the lip that you're measuring. Also I can see in the picture that the tires are for 18" wheels (notice the tire size written on the tire that says "P245/55 R18" or something to that effect). Not sure what you mean about largest size rims for wheel upgrades - the rim is part of the wheel, so when everyone says "rims" they are referring to wheels (whether they know it or not). What diamtere and width wheel (or tire) are you looking for?
