One bucket has your soap and the second bucket is strictly a rinse bucket so you aren't putting the dirt/grit/grime back in the same bucket as your soap bucket that you are using to wash down the car.
It keeps the dirt/grit from scratching the paint. This is partly why you start to get swirl marks and spiderwebbing in the clear coat.
