$28k is actually a good retail price for a loaded 2015 2SS w/sunroof and nav or npp as most in your area are $31-33k, but I would make some phone calls and shop around and not look back. I have little tolerance for dealing with the pond scum as you describe, if they call you back offer them $25k or tell them to suck eggs.

There are 2 non-sunroof 2SS near you with ~1,000 miles on them being advertised for $31k. Dealers always advertise above their bottom line, you can nearly always take 5%-10% off the advertised price, offer them $28k. If you expand your search, about 15 more to choose from. There is even a white 2015 1LE private sale available for $31k which would be a superior purchase if you want to stay within the 5th gen line.

Current 6th gen incentives are 25% off + any additional dealer hold back incentives. Many dealers will attempt to "sell" you on some business practice that it's 20%, they are flat lying to your face or the dealer is refusing to pass along the manufacture rebate they are receiving and holding 5% for themselves. In essence, letting you know up front of the negotiations that they have no intentions of dealing wit you fairly.

Current target price on a $47k fully loaded 2SS with Sunroof and Navigation (OR NPP), without the trackpack is $35k. There are dealers tossing in an additional 2k and if you get a hold of a dealer that has an "older" 2016 on their lot, it's possible to obtain one as low as $31k.
