In terms of raw horsepower, yes there have been Camaros in the past that were very close and a couple that exceeded the Corvettes of the period. However, they were still apples and oranges comparisons.

Now, the 6th gen Camaro is truly as close to the Corvette as it has ever been in terms of overall performance. Given some of the numbers the 1LE is getting on tracks, the 6th gen Camaro seems to have stolen the title of "performance bargain" away from the Corvette. The ZL1 seems to be one heck of a car as well. The Alpha platform has really put the Camaro in whole new class.

The Corvette is always going to have some advantages just from it's design. Transverse spring suspension and lower center of gravity, combined with the inherent weight savings from the materials is always going to put the Corvette a step in front, model to model. Now, compare the ZL1 to the base Corvette? I guess it would really depend on the track and the driver.

Where the Corvette goes from here is a good question. It would be a huge roll of the dice for GM to change it's platform to a mid-engine elite supercar. With the probability that doing so would put the base model deep into six figures, will there be enough of a market to support it?
