With the 2 model year or older rule when trading- is it up to the selling dealer to let it go at wholesale?

There is a 10% premium in the NW you can avoid easily by getting on a plane and many reputable Camaro clubs, sponsors and connections across the country that can assist with purchasing site unseen. If it's in Texas, I probably know someone who can put their hands on it. Reality sets in at some point hopefully, a $1,600 shipping charge is worth it's weight in gold if it prevents you from putting 2k miles on the car and leaving the wife and newborn for a 3 day weekend.
2 year old models generally cannot be traded. There is a huge misconception regarding who owns 'inventory', it's generally not GM and within the first 24 months dealers need to play by the allocation rules. After 2 years, the dealer has purchased the vehicle for inventory and taken a gamble they can sell the car. Said dealer can transfer it to a sister franchise if there is one, but across county or even state lines is likely not happening.
The debut of the Z/28 is now 4 years old with delivery right at 3 years old. They are a dime a dozen at the $40-42k level with low mileage (5k) pushing $45k and extremely low mileage (<1k) still under $49k.
Knowing how haphazard the 5th Gen came into existence and knowing that in two years this will all become moot with the 6.5 Gen Z release, you couldn't give me a 5th Gen Z.
