Honestly, I'd go with the repair. Insisting on new isn't always the best route, particularly since there's no filler. Usually to pop those out you need to apply a heat gun for a little bit- but not always. Also- depending on the size of the dent they may be able to blend within the bumper so the overall paint match to the body may be better.
Using existing parts is almost always better unless too much filler is required. Even more so on welded panels. But you know the fit is right, there won't be any batch errors, the edges have already been trimmed and prepped. Bumper repairs are really easy.
