That's not a tie down ring, it's a 'tow eye'. It' used to easily tow your car off a track in case of a breakdown. Prevents undercarriage damage if a tow truck has to be used. Some tracks require them. Newer Camaros and Corvettes have a treaded port to screw these into. This one appears to be an after market unit but GM Parts Direct and dealers have them for Corvettes and certain Cadillacs, not sure about Camaros.
