This may vary from state to state, but I think typically, the collision/comprehensive follows the car and liability follows the driver. However, I think there is a difference between borrowing a friends car and driving a rental or a loaner from a shop. Insurance policies typically cover you if your car is being repaired.

If the op damaged the car in an accident, or ran over or into something, thus caused the damage himself, then yes, he is on the hook. But this is a little different, as he didn't cause the damage, it was a weather event. Now, while he may not be on the hook to repair their car in this case, he may be having to file a claim on his own if it got caught in the same storm while sitting outside at the dealership.

Either way, now is a good time for the OP to call his agent and ask this question.
