2000 Chevy Camaro V6 Reduced Engine Power

Alright guys hoping you can help me here. So every time I start my car I have to let it run for about 10 minutes and let the car heat it up before I drive it. If i do not do this and the car has been sitting for a while and I go to drive it and go above a certain RPM the car will go into reduced engine power mode. I then have to pull over turn off the car wait a few seconds and once I start it up again it is fine. I believe it has something to do with the throttle body. The problem is I have a fuel injection throttle body which i have attached a picture of. Is there anyway to open this piece up so I can get to the flap inside the throttle body? I'm 99% positive the flap is just lose or not positioned correctly and when it's cold the metal piece gets stuck for a second causing the car to go to reduced power mode. Trying to avoiding buying a new one considering how much they cost.
