Looks like there's some flexibility provided by the as-molded shape of the rubber - it has a place to deform into without generating much force. You should be fine with full-size washers/shim-spacers.
Most bushings - OE or aftermarket - either don't use 'voided bushing' technology at all, or it's far less obvious.
