I would suggest Magnaflow Street 2.5 catback exhaust. This is the quietest catback exhaust I know of. It has the two regular magnaflow mufflers plus their resonated X pipe.
I run this catback on my car because of the same reasons you mentioned. I live in a pretty affluent area with very nice neighbors (mostly surgeons).
A cam just increases the noise level, and I'm sure you neighbors don't like being waken up every morning when you start your car up.
