could be, I mean there was that recent uproar about Enterprise selling used Impalas w/o side impact airbags and advertising that they were included. They are a standard feature on all Impalas. However for fleet orders they could apparently remove them to save $150. Maybe Chevy's fleet ordering allows the addition of leather in a 1SS due to its "stain resistance" or some crap.
