I Would try the xylene first, make sure the car is out of the sun and not blazing hot. Spray a generous amount on the hood and let sit for about a minute and power wash off, would repeat this process at least twice. If that doesn't do the trick, I the would try the clay and if that doesnt work then compounding using a cutting polish. Would leave wet sanding as an absolute last resort, the key is to start with the least aggressive route and if that doesnt work then work your way up from there till you get the desired result.

Would also recommend leaving the compounding with a cutting polish and/or wet sanding to a pro because you can destroy the paint if done incorrectly or with the wrong equipment.
