Nobody mentioned actually CLEANING the dash...
The solution to tacky/sticky is not throw more dressing on it. Idk what cleaners you have available, but something like diluted APC (10:1 or so depending on the APC) or a dedicated interior cleaner product should be used first.
Then apply an interior dressing. The one Glen suggested or one from my thread.
