you have to push the seat back slightly while lifting up on the latch (by that I mean apply pressure from the front pushing the seatback toward the rear of the car with your hand).. it's not that it is stuck or requires force, it is that the latch needs to have the pressure relieved before going forward.

had the same issue on several makes/models of 2 seaters with fold forward seats. Nature of the design of a seat with a power recline and a manual fold forward motion, the 2 latching systems work against each other to keep the seat position in the event of an impact.

using this method my 8 year old has no issue flipping the seat forward, so you shouldn't either.
