I may be wrong, it happens on occasion. But the way I understand things, that is exactly how they work unless you have the halo headlights. Halos can't handle the dual beam for the DRL, or something like that, so Chevy put the DRL in the fog lamp spot so if you have halos you don't have fog lights.
That is exactly the same way my car works. DRL in headlights and brighter in the dark, with a separate switch for the fogs.
