Its pretty much a random screening of car. We just happened to be picked for it.

That is the story I had heard as well, but had a meeting with an EX-GM exec on a non-related issue yesterday, and he said that those inspections, as he could remember, generally did not occur at the end of a production run. Not sure if its true or not. Take it for what it is worth.
