I'm tempted to pull the surge hose off the valve and let it sing, but being in Florida we do get a lot of deep puddles very often. Hate for that valve to open while submerged.

Yes sir you answered your own question, You will get surging at Light throttle cruise if you don't dump all that pressure.
The advantage of maximum bypass is cooler running blower, colder charge air before the intercooler further increasing efficiency, improved gas mileage due to less drag from the blower working against boost.
There will be Zero change to throttle response or recovery.
