I'd find another dealer. Your wife may fall into the "small stature adult" category but 110lbs should still be enough to trigger the sensor. If you can't find another dealer to help you out, contact GM. I'm sure they'd rather not have a lawsuit if the airbag fails to deploy in an accident. Your dealer could care less, except that he already knows you've reported the issue with it and that makes him partially responsible.
