Confirmed the Bank 1 Downstream O2 sensor is failing using my friend's Snap-On Computer. When the car is running while you see correct voltages from it you can see under the ready states it keeps flickering back and forth between "OK" and "Not Ready". With the mileage you have on the car I would suggest 4 new sensors
