Tires are spinning on the wheels when I launch

I have 17X9.5 Race Star wheels with 275/40/17 M/T ET Street R rears. The tires keep spinning on the wheels when I launch. They move about 2 inches each hit:

I talked to a guy at the track who claimed to be the local Race Star dealer. He said that I need to dismount the wheels and remove the powder coating from the bead area, rough it up and i should be good to go.

Has anyone solved this issue with their Race Stars? Did you do what dude told me to do or something different?
