Interesting Reads about RAM pertaining to both systems:
Up until this point it was assumed that the PS4 would be able to use all of it's 8GB GDDR5 RAM for Gaming. This was said to be false and lead into an entire rumor fueled arguement which summed up said that 3.5GB of that RAM was actually dedicated to the Operating system while leave 4.5GB for gaming. This was later commented on by The president of Vblanks Entertainment, a developer.

As far as the Xbox Goes From the start Microsoft had said that 3GB would be used for the OS and 5GB for Games. What people may not have realized is that the Xbox One comes with Three OSs. One for Games, One for the Windows OS, and the third was used for switching between the other two OSs, called a HyperVisor. Speculation says that with the use of this Hypervisor a theoretical amount of 7.5 GB can be used for the Gaming on the XBOX ONE. Article :
