I admit, "SS" Camaro to me meant "top dog" as well.

That being said, as I've heard it said and seen it written, "any Chevrolet can be a "SS", but only a Camaro can be a "Z28".

If you look back in time, the "Z28" has alot of history attached to it, re; Trans Am racing. Therefore, I see Chevrolet naming the "top dog" "Z28" and tying that history into the new "top dog".
