It's not about any staring contest, more of a
visual communication so to speak about the other driver. For example I know to keep my distance when driving next to a person on their cell phone here in CA. I'll speed up to pass them or stay behind them. It's illegal to be on the phone, but people still do it and drive like $#*T
I dunno but I try to make sure I keep tabs on everything while driving and for it to be some sort of staring contest to somebody..that's kind of idiotic.
