It is activated. I made sure to pay for it this year. Last year I didn't know it was extra and I believe it said the same thing yours did. I did some research over winter and saw the extra charge for it. So I bought it this year and it works again.
Edit: Just looked at my Sirius account and it is called "SiriusXM Travel Link". And I believe it is like $6 extra a month.
