Yes that is the manufacturers suggested retail price, the price that will appear on the window sticker. Sometimes it will show the current rebates off the price but if you are ordering a car the rebate you are eligible for will be whatever thay have when the car arrives at the dealer.
That is usually your starting price for negotiating a better deal.
