You may be able to remove your splitter and leave the mounting brackets but i wouldn't recommend it. You risk breaking the mounting brackets.
I drilled out the visible rivets. However, some rivets are hidden behind the splitter. For those, I cut them from inside the bumper. Once all were removed, the splitter and mounting brackets slide right off together.
