You did not mention if the CPO program was from a non-gm dealer or if the program was the GM program. Many dealers will use the term CPO but it may not be connected with the factory.

At the top of page 21 it clearly states:
GM Investigate Vehicle History (GM IVH)
It is the dealer’s responsibility to check the ‘Investigate Vehicle History’ (GMIVH) to
ensure all open campaigns and recalls are completed during the certification process.
Clearly ALL the items you asked about should have been dealt with if the dealer is a GM certified preowned dealer.
