The '96 Corvette Grand Sport and the Corvette C2 raced in the 1960's only had hash marks on the drivers side fender. I've seen other models from the 60's and 70's with hash marks (drivers side only) as well.
This is just another example of people simply doing whatever they want or what they think looks better.
