Doesn't change anything. Regardless of the official hold, the car would not have shipped. Then like last year, you end up with a bunch of people pissed off because their car is built and just sitting there.
And based on last year, they may start building again in February, but the cars still won't ship. This year, they didn't start shipping in mass until mid April (because it was too cold).
