The GT3 is a bit stripped over the standard 991 Carrera, but not as bare bones as the Z/28.

Difference is that the GT3/Carrera base chassis is strong and light through extensive use of high end alloys, and the prices of these cars reflects the engineering/materials used in them. The Camaro's chassis OTOH has much humbler beginnings, and of course physically much larger.

3800lbs v. 3200lbs is a WORLD of difference. Coupled with better aero, lighter weight, and an under rated 475 hp (some reports have it just under 500 hp) no wonder why it's faster down the straights.

To me the notable part of the story is that the the Camaro sticks better in the corners. While a lot of credit goes to the huge 305 hoosier-like shoes, it is interesting to note that the Camaro shines in transitions, where you would think it's fat-kid weight would make it feel ponderous and bloated. But the reviews say otherwise. Amazing.
