My speculation here: the nuts are locking style, so once used they are deformed and do not lock as well if reused.

Yep. Bolts AND nuts are one use only.
LONG TERM UPDATE: the newer improved GM bolts I installed years ago are still holding up to all the hard use I have given them.
I actually have never reused ANY of the fasteners as they usually flew off on to the road when they failed.
