It closes again after 1000 RPM, so it sounds good at idle. It opens up again around 3000 RPM depending on mode above 50% throttle and stays open. Above 1000 RPM if you have it open while crusing with a switch, fuse pull, or controller you can hear why GM set it up this way. The slight drone would be too much for some owners and would not be complient with EPA noise regulations.
