It looks like some form of HDR imaging. Look up HDR in the app store and you'll find one I'm sure.

I have one downloaded called snapspeed for the iphone, not sure if this is the app that was used but it looks like it..

Snapspeed allows you to edit your photos and use HDR


Id like to know as well if anyone knows the name of the app used

Here is one i just did really quick on my phone, similar effects. Granted I could make this look better if i took my time but to give you a quick idea.

I used Camera+ and Snapseed to mess around with mine - here are a few progression images from the original I posted.

Snapseed is worth the few dollars the app costs I think.

Snapspeed is a great app. But if you want to take HDR photos on your phone the best app I found was PRO HDR. I use it all the time and always get the best results.
