I notice that if it rains at night and I come out to a dry car, I get in and roll my windows down, and find that when I roll them back up, there are streaks of water on the outside. It appears that the seal on the top of the door is not doing it's job. Anybody else have this problem?

Haven't had that problem but it also hasn't rained here in 2 months....

That's because the seals are wet. The inside of the door is considered a wet environment. If you look under the door just inside of the door hemmed edge you will see drain holes that allow any water that does get inside the door to drain. If you were to take your door trim off, you would see a barrier that seals any water inside the door from getting inside your car.

The key is that the water does not get inside the car. So from what you've described, you door is working perfectly as designed.
I know this as I've been responsible for Front, Rear and Side Closures at various points in my career.
