Fraud tire that could cost you your life
Buyer beware is all that I could think of when I saw this video, how would the average person know the difference between new tires and this rip-off!

nice! top tip.. all modern passenger tires have wear indicators. if you see a tire without them, it was most likely re skinned like in the video!

Just retreads... used to buy them when I was 17 for my car in Florida. Cheap and legal... it was what I could afford.

It's been a long time since retreads/recaps were legal on passenger vehicles. There just isn't enough meat there these days. With all the MPG desires the tires are built as light as possible.
They still do trucks, construction equipment, and, can you believe it, aircraft. If done correctly they can be safe.

They're still legal on anything, just not cost effective on cars. If done properly and kept inflated they can last almost as long as a new tire.
That video is silly. One scene shows legitimate retreading then the next shows cutting sipes in an old tire.
