just purchaced Ultra hustler wheels for my 2011 ss, they say on the sight that i need a Duplex 60 degree conical seat lug nut. Im on a tight budget so can I use my stock lug nuts on these wheels?

depending on the wheels, have you tried to put them in the hole to see if they fit? WITH a lug wrench on the nut?? some of the aftermarket wheels won't take the stock nut AND be able to put a wrench on it.

well if they won't fit in the holes with a stock wrench, you can get yourself a set of gorilla lugs, not locks, but just the lugs, and you can get a whole set for $25

I believe the OE seat type is different we also show these will need a spline drive lug which is more rounded and uses a special tool. I think a standard lug will not give you enough room to get a socket in the whole. Unfortunately the tuner spline drive lugs are more expensive. Let me know if I can help.
