I don't think PDR would work there. When mine was all messed up (way worse than yours) it had to be heated and formed back into place, then repainted. I think the heat messes up the paint... I think it was like $950 or something ($500 deductible).
Definitely not cheap. But mine actually had a hole in it where some a-hole put a trailer hitch through it. Try your local body shop, see what they say.

I was just suggesting pdr as a last "cheap" resort if he wanted to do it himself which he seems like he wants to do. I also think he should take it to a body shop but it's going to be pricey and might even be better to just buy a new rear bumper and get it painted

And I agree, he needs to figure out which will be cheaper. I'm not sure what the bumpers are going for these days, and paint is so damn expensive.
